Clerk 24/92. Ask W.Cllrs to log TRO process with SBC for crossing on New Road Asked them and chased them – no response at all as of today. Update at meeting: Cllr Hopkins advised at the meeting there are capacity issues within Highways at SBC and a long waiting list of jobs. This is an item that he will continue to raise and push at the appropriate time when they’ve got the capacity. No update received.

Clerk 24/93. Ask W.Cllrs to log TRO process with SBC for speed reduction on Hodson Road. Updates same as item 24/92. No update received.

Clerk 24/113. Get 3 quotes for concrete and 3 quotes for bollards to be installed on the verge, on the corner of Castle View Road/New Road T junction. Pending. To be added to May agenda.

25/05. PLANNING. Discuss and vote on S/HOU/25/0433. Erection of single storey rear extension. Hillview, Marlborough Road, Chiseldon Swindon SN4 0EP

A proposal was made to send support for this application. The proposal was seconded and all Cllrs were in favour.

25/06. PLANNING. Discussion & vote on any planning applications received from Swindon Borough Council after the agenda is published.  Published on the councils Facebook page and on the councils website.

S/LBC/25/0485. Replacement of thatch roof and rethatch of ornamental well in front garden. May Cottage, 20 Mays Lane, Chiseldon Swindon SN4 0LQ

A proposal was made to send support for this application. The proposal was seconded and all Cllrs were in favour.

25/07. TRANSPORT. No items

25/08. Rec Ground improvement. No update.  The April full council meeting voted to replace the hall roof.  The Clerk will chase the estate for a response to the 99 year lease request.

25/09. HIGHWAYS. To discuss the proposed quotes from SBC on the work for Draycot Foliat and Windmill Piece.

After a discussion a proposal was made for the following:

  • To get further quotes for the 2 pieces of work from other contractors so they can be considered for viability regarding costs.
  • To proceed with the 30mph work with associated changes at Draycot Foliat – but to select the quote that best suits the PC after more are obtained.
  • To get new quotes for hedge removal, laying of hard standing and new fencing at Draycot Foliat and ask SBC if this would be a suitable alternative if cost prohibit the full spec of works. To also ask the residents before proceeding.
  • To not proceed with Windmill Piece until the Draycot Foliat works are complete.

The proposal was seconded and all Cllrs were in favour.

To note the quotes from SBC were:

  • £121,796 for the speed limit changes and full parking spaces at Draycot Foliat.
  • £55,870 for the parking layby works at Windmill Piece.
  • £40,352 just for speed limit changes at Draycot Foliat.
  • £81,449 for the layby works at Draycot Foliat.
  • £3,794 to dig trail trenches at Windmill Piece required prior to any further works on site.

The original council budget for these works was £75,000 total with a sum already being spent of preparation works such as surveys & design work etc.

25/10. HIGHWAYS. To discuss any outcome from the road safety meeting with Wroughton PC and partners.

To be deferred to the May planning meeting as the meeting has not yet taken place.

25/11. HIGHWAYS. To note the  residents letter of concern to the council Chairman with regards to traffic along Hodson Road.

The content of the letter was noted and it was noted that the issues raised are already issues that the PC are trying to resolve with SBC and other parties.

25/12. Neighbourhood Plan.  To vote on changes required to the NHP after comments received from the examiner.

A proposal was made to have a separate policy for protecting open green spaces, rather than have them listed as part of the main document, and to have a new policy for brick and stone walls to be protected, with maps showing the location of the walls. The proposal was seconded and all Cllrs were in favour.

The Clerk will arrange a meeting with Sam Mowbray at SBC and planning committee Cllrs to discuss the ongoing highways concerns in the parish.
