Clerk 20/122.   Engage with SBC Highways on cost of removing the Build Out.  SBC have confirmed that this item will be on the list for consideration for inclusion in the 2023 work program.  Have asked Ward Cllr Jefferies to follow this up as this doesn’t guarantee the work can be done.  Cllr Jefferies has taken this item away with her for follow up.

22/57. PLANNING.  Discuss & Vote on S/HOU/22/1132. 23 Carisbrook Terrace. Alterations to front porch and single storey rear extension.

22/58. PLANNING. 

Discuss & Vote on S/LBC/22/1113. Former Cottage/Restaurant Burderop Park. Alterations to the Cottage/ Restaurant building to internally re-order residential  unit RC04, re-introduce an entrance door on the north elevation of the former restaurant and re-introduce a window at first floor level of the former restaurant (amended proposals following listed building consent S/LBC/20/1339).

22/59. PLANNING.

Discussion & vote on any planning applications received from Swindon Borough Council after the agenda is published. Application S/HOU/22/1228 received. 3 Dairy Road Chiseldon.  Single storey rear extension and 4 dormer windows.   

It was noted that there was some incorrect information loaded on the SBC planning portal for this application but Cllrs were able to review the documents required adequately.

A proposal was made to reply with no objection.  The proposal was seconded and all Cllrs were in favour.

22/60. Neighbourhood Plan.  

Cllr Kearsey gave an update on the NHP, stressing the importance of getting the plan in place before planning application for the Hodson Road corner plot.  This plot is part of our declaration of areas suitable for development; if the planning app goes ahead prior to the NHP being finalised, we will need to identify other areas for development.

22/61. HIGHWAYS.   

Solar lighting street light at Strouds Hill. £3000 in current years budget to fund this item.

The quotes were reviewed and reduced to two options – Prolectric and Procure.

Questions were asked about adjusting light power and timings. Cllr Duke is to contact both companies for further information. To be brought back to September meeting for a decision.

22/62. TRANSPORT.

Online petition discussion with regards to junction at A346/New Road and road safety.

Cllr Jeffries advised that a petition is often seen as only one objection – a better way of doing it would be to have numerous individual complaints/concerns etc as they would have more impact. Perhaps set up a campaign to encourage complaints from residents? Cllr Jefferies is pursuing the matter with the police, as they are in agreement with our proposal from a road safety point, but there is limited money available.

22/63. Budget ideas for 2022/23

Further item of £3000 for further SID purchases.

22/64. Items for the next agenda. From Cllr Duke – update from SBC on New Road inspection and resurfacing now the Earthline appeal has concluded. SBC indicated no further decisions would be made until the appeal was concluded.
